Known in the chilean circuit for being a compulsive liar, an abusive leader and a scammer, Braulio Moreno has been involved in almost every possible scandal. The guy is constantly framing associates and rookie wrestlers to lend him money for shows, only to never return it. He acquieres services that he nevers bother to pay, or frames someone else to pay for it. He usually takes the credit for the work done by others. There are thousands of stories about his mistreating and blackmailing ways from wrestlers, former associates, and even fans. His most renowned lies are the ones that revolve about his WWE connections, even to the point that insisting on knowing Triple H personally, while everybody knows that is indeed not true. To make matters worse, he's barely trained in wrestling. Whenever he performs as Capitán Billy, while his antics are comedic, at the same time, the wrestlers hate working with him. He's clumsy, stiff, reckless, and has managed to injury almost every opponent he has met in the ring. If that wasn't enough, while he's supossed to be a "comedy gimmick", he still uses his backstage power to score victories over every rising wrestler. This guy is a complete disgrace to pro wrestling."

He uses his "super powers" and sometimes it works, but the most of time is annoying. I think that Billy could be a good manager for his partner Rayo Rojo, but is always trying to shine and that's disgusting."
