[4.0] "I'm good on Earl. Mediocre referee was made to be involved in storylines and matches despite a complete inability to act (which isn't his fault, mind you). Always gave away what finishes were based on his posturing, which becomes too obvious to ignore once you've watched him referee enough matches. It seemed at times like he was actively trying to make himself the star of the show. I won't go lower than 4 as clearly fans were responsive and generally reacted strongly whenever he'd get comeuppance. But he's a referee, not a featured talent."

The goofy selling of his ankle, the bad posture during a near fall or my most hated, the ultra slow 3 count. He was also a huckster selling bootleg merch from the trunk of his car. He was fine and forgettable whenever he wasn't trying to desperately get himself over by getting the better of all the heels by standing up to them and even physically pushing them around and cornering them. This would severely undercut the threat of the heels when such a scrawny and old non-athlete could bully and intimidate them like that. He also looked ridiculously goofy whenever he had to take bumps or be "distracted", though that was equally an issue with WWF/E booking as much as it was an issue specifically with Hebner himself. Definitely not a fan of this guy, though I won't go as far as to say he's the worst ref ever."

That said, he still did other things to stand out during his run, which is not easy for a ref to lay claim to. His angle in TNA years later was atrocious & he seems too old to still do it.
